JOB TITLE: Commissioning Officer
PAY RATE: £16 PAYE / £20.71 Umbrella per hour
START DATE: ASAP

To support the commissioning and transformation of effective, efficient and excellent Environmental Services for residents in the area working within the financial, legal and contracting frameworks.
The role focuses on supporting the development of strategic solutions with environmental services, in response to budget pressures, new legislation, best practice, local resident’s needs, transformation and service requirements.
Supporting the development and production of high quality documentation, transformation strategies and business plans.
Producing, managing and monitoring project management documentation to deliver environmental projects, liaising with relevant officers.
SUMMARY OF RESPONSIBILITIES AND DUTIES
Provide support on commissioning and transformation projects to deliver value for money.
Provide project and programme management, for a range of projects as directed by Manager. Plan, develop, coordinate and manage numerous projects related to the delivery of Environmental Services requirements. Provide project support functions as required.
Utilise and develop robust data on service lines that can be used to underpin commissioning and transformation strategies.
Analyse the data to develop areas of focus for improvement and service development projects to support strategic objectives of the department.
Provide key support for the Assistant Director of Environment and Contract Managers on the collation of information and the development and production of strategic documentation.
To continue to keep informed about policy changes, technological developments and statutory changes that could impact on the services across the department and existing market places, in regards to transformation and commissioning objectives.
Work with Contract Managers to develop innovative solutions to service redesigns.
Under guidance from the Assistant Director of Environment, lead on gateway reviews, options appraisals and formal projects and programmes.
Assist in the production of outcome focused specifications for services that clearly set out the requirements from third party providers.
Assist and lead on the production of options appraisals for transforming services that clearly set out the requirements.Use the analysis to develop Position Statements which are used by senior officers in their decision making processes.
Communicate findings through presentations, meetings, and updates to environmental teams. Assist with the maintenance and review of processes, documents and procedures for the department.
Support the Contract Managers on consultation and engagement with service users.
Liaise with specialist teams such as Legal, Human Resources, IT, Procurement and Finance to ensure compliance within the transformation and commissioning process.
Collate and report information to the Assistant Director of Environment for presentation to Members along with analysis, taking into account the local political priorities.
Manage the Graduate Intern posts for Environmental Services and their workloads; provide management assistance to Environmental Services graduate events.
Provide cover for other team members during periods of holiday, sickness or other absence as required.
Undertake any other duties commensurate with the level of the post, as required.

To degree level or vocational equivalent
Applicable project management qualifications / or minimum of 2 years demonstrable project management experience
